Abstract

Abstract: The monitoring process of Motor Vehicle Tax (PKB) collection at UPT PPD Tanjungpinang is still conducted using various documents and spreadsheets, resulting in unintegrated data management, inefficient monitoring processes, and time-consuming report preparation. In addition, reminder notifications to taxpayers are still delivered manually. This study aims to design and develop a web-based Motor Vehicle Tax Collection Monitoring System to support more effective and integrated collection management and monitoring. The system was developed using the Waterfall methodology, which consists of requirements analysis, system design, implementation, integration and testing, and maintenance. The application was built using the Laravel framework and MySQL database, featuring arrears data management, collection task assignment, follow-up recording, email reminders, audit trails, and user management based on Role-Based Access Control (RBAC). System testing was conducted using the Black Box Testing method. The results indicate that the developed system improves the effectiveness of collection monitoring, facilitates data management, and supports a more structured and transparent reporting process. Keywords: Monitoring System; Motor Vehicle Tax; Laravel; RBAC; Waterfall.   Abstrak: Proses monitoring penagihan Pajak Kendaraan Bermotor (PKB) pada UPT PPD Tanjungpinang masih dilakukan dengan memanfaatkan berbagai dokumen dan spreadsheet sehingga menyebabkan data tidak terintegrasi, proses monitoring kurang efektif, serta penyusunan laporan membutuhkan waktu yang relatif lama. Selain itu, pengiriman pengingat kepada wajib pajak masih dilakukan secara manual. Penelitian ini bertujuan untuk merancang dan membangun Sistem Monitoring Penagihan Pajak Kendaraan Bermotor berbasis web untuk mendukung pengelolaan dan monitoring penagihan secara lebih efektif dan terintegrasi. Metode pengembangan sistem yang digunakan adalah Waterfall yang terdiri dari analisis kebutuhan, perancangan sistem, implementasi, integrasi dan pengujian, serta pemeliharaan. Sistem dikembangkan menggunakan framework Laravel dan basis data MySQL dengan fitur pengelolaan data tunggakan, penugasan penagihan, pencatatan tindak lanjut, reminder email, audit trail, dan manajemen pengguna berbasis Role-Based Access Control (RBAC). Pengujian dilakukan menggunakan metode Black Box Testing. Hasil penelitian menunjukkan bahwa sistem mampu meningkatkan efektivitas monitoring penagihan, mempermudah pengelolaan data, serta mendukung proses pelaporan yang lebih terstruktur dan transparan.
