Abstract

This study explores the implementation of coal and biomass co-firing at the Bukit Asam Power Plant in South Sumatra as a strategy to reduce the environmental impact of coal usage. Indonesia's coal resources are estimated to reach 104 billion tons, with domestic production in 2010 amounting to 240 million tons. The majority of coal is used for electricity generation, but global demand has experienced fluctuations, with declines in developed countries but significant growth in Asian countries. Coal, as a fossil fuel, has negative impacts on health and the environment, prompting the search for cleaner solutions like co-firing. Co-firing is the process of burning a mixture of coal and biomass, aimed at reducing greenhouse gas and pollutant emissions. The Bukit Asam Power Plant utilizes various types of biomass, such as rice husks and palm oil waste, with the appropriate biomass ratio for operational efficiency. This research shows that co-firing can significantly reduce CO₂, SO₂, and NOₓ emissions, as well as provide local economic benefits by empowering communities through biomass utilization. These findings are relevant to Indonesia's energy and environmental policies, supporting the transition towards more sustainable energy, and providing recommendations for policymakers in developing climate change mitigation strategies in the energy sector.

Abstract

The Pacific Ring of Fire passes across Indonesia physically, and the country's intense volcanic and tectonic activity has produced a wealth of geothermal resources that could reach 23,46 GW, distributed over 357 sites. To promote the decarbonization of Indonesia's electricity supply and the advancement of geothermal energy, the Indonesian government issued Presidential Regulation No. 112/2022 on the Acceleration of Renewable Energy Development for Electricity Supply in 2022. To incentivize GPPs to invest, the lack of bids in PLN's most recent procurement from 2021 requires more than the maximum electricity tariff. Investing in geothermal projects has some regulatory obstacles in addition to cost concerns. This study aims to assess geothermal investment in Indonesia and reduce reliance on fossil fuels, which are susceptible to price and supply volatility. GPPs ensure a consistent energy supply for national needs to support national defense. The method used is descriptive qualitative, which relies on literature studies that discuss appropriate issues. The National Energy Management Blueprint 2006-2025 presents the survey results. The Government of Indonesia plans geothermal energy to contribute about 5% of the national energy mix or about 7,32 GW in 2025. However, the realization of installed geothermal power plant capacity in 2023 only reached 2,38 GW, or 32,52 percent of the planned capacity to be installed. Through the Ministry of Energy and Mineral Resources, the government needs to increase the purchase price of electricity from IPP GPPs to create a good investment climate and continue to grow the geothermal industry.

Abstract

Income inequality can hinder the relationship between national income and community empowerment. High inequality allows the rich to become richer while the poor struggle to escape poverty. This disparity limits access to public services, employment, and education, thereby obstructing empowerment. This study analyzes the relationship between national income and community empowerment from a defense economics perspective. It provides policy references for optimizing national income allocation to strengthen economic resilience as a non-military defense component. A quantitative correlational design was employed using Indonesia’s time series data (2013–2022), with Gross Domestic Product (GDP) as the independent variable and the Human Development Index (HDI) as the dependent variable. Results indicate a significant positive correlation (r = 0.982, p < 0.05). However, while GDP more than doubled from 9,084 trillion rupiah (2013) to 19,588 trillion rupiah (2022), HDI increased only moderately from 68.31 to 72.91, suggesting diminishing returns. The study concludes that although national income positively influences empowerment, equitable distribution and broader economic access are essential to ensure welfare improvements. From a defense economics perspective, community empowerment should be reoriented as a strategic component of national economic resilience, integral to a comprehensive non-military defense system.
