Abstract

This study examines the effects of GRDP, the open unemployment rate, and secondary-school participation on poverty in the municipalities and regencies of DKI Jakarta and East Kalimantan over 2017–2024. The analysis employs panel-data regression, with a random-effects model selected through the Chow, Hausman, and Lagrange Multiplier tests. The estimates show that GRDP and unemployment are positively and significantly associated with the poverty indicator in both provinces. The effect of education is not uniform: the net enrollment rate for senior secondary school is positive and significant in DKI Jakarta, but negative and insignificant in East Kalimantan. The findings suggest that a larger regional output scale is not automatically pro-poor, whereas unemployment remains the most consistent channel raising poverty risk. The contrast between the two regions indicates that wider access to secondary education is insufficient to reduce poverty unless skills match local labor demand. Policy implications point to inclusive job creation, unemployment reduction, and economic diversification in the resource-based region.
