Abstract

Sirnabaya Village, Telukjambe Timur Subdistrict, Karawang Regency, is a buffer village near an industrial area, developing Micro, Small, and Medium Enterprises (MSMEs) through a community economic empowerment program. This study analyzes the role of the village government in developing MSMEs through the program. Although situated near a major industrial estate with substantial captive-market potential, local MSME actors continue to face limited capital, discontinuous mentoring, and a narrow market reach. This qualitative descriptive study collected data through observation, interviews, and documentation with purposively selected informants: the village head, the head of the village-owned enterprise (BUMDes), and a resident-beneficiary. Data were analyzed using the interactive model of Miles, Huberman, and Saldana, and credibility was established through source and method triangulation. Edi Suharto's empowerment framework awareness, capacity building, and empowerment served as the analytical lens. The findings show that the village government has delegated most program implementation to BUMDes as the main coordinating node, yet outreach at the neighborhood (RT) level, consistency of post-training mentoring, and strengthening of individual entrepreneurs' autonomy remain weak. Empowerment programs are spread across seven business sectors, with processed food being the most developed, while the most dominant constraints are limited capital and residents' poor understanding of revolving-fund mechanisms.
