Abstract

This study analyzes the pattern of Collaborative Governance in the agricultural production input assistance program in Pandeglang Regency and the obstacles to its implementation in supporting SDG 2. The study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation from informants selected using purposive sampling. The analysis applies the Ansell and Gash framework through data condensation, data display, and conclusion drawing and verification. The findings show that the program is supported by a clear division of roles, regulations, data management, distribution mechanisms, and digital monitoring systems. However, collaboration remains dominated by hierarchical administrative coordination rather than equal joint decision-making. The main obstacles include the mismatch between fertilizer distribution and the planting calendar, limited aid allocation, unequal authority between central and local governments, and weak farmer feedback mechanisms. The program has the potential to support smallholder productivity and food availability, but increases in agricultural production cannot be directly attributed to the program. Strengthening collaboration requires more adaptive distribution, transparent allocation, updated data, and more substantive farmer participation.
