Abstract

The General Background of global digital transformation requires public organizations to adopt modern technology to enhance operational agility and service quality. Within the Specific Background of Iraqi public enterprises, adopting digital mechanisms remains vital for organizational performance and decision-making. A notable Knowledge Gap exists regarding empirical evidence on how electronic administrative systems directly enhance strategic efficiency within state-owned trading entities. This study Aims to evaluate the impact of electronic management on the strategic efficiency of the General Company for Foodstuff Trading in Baghdad. Quantitative Results from 59 employees demonstrated a very high overall contribution of electronic management ($\text{Mean} = 4.51, \text{SD} = 0.287$), alongside high operational requirements ($\text{Mean} = 4.29$) and significant technical obstacles ($\text{Mean} = 4.35$). The study highlights its Novelty by identifying specific structural and financial barriers hindering legacy system integration in Iraqi public firms. Practical Implications urge institutional leaders to align digital infrastructures with long-term strategic frameworks and continuous staff training. Keywords : Electronic Management, Strategic Efficiency, Digital Transformation, Organizational Performance, Public Sector Innovation Key Findings Highlights   Electronic administrative systems demonstrate a very high positive role in advancing organizational strategic efficiency in public trading enterprises. Optimal resource allocation, rapid data access, and automated workflow integration represent the primary drivers of strategic decision-making performance. High capital investment requirements, cybersecurity risks, and legacy system integration difficulties form the primary obstacles to complete digital transformation.
