Abstract

Procurement delays are a major source of time inefficiencies in construction projects because they involve coordinating many parties and activities that do not all add value. This study aims to identify critical factors that cause procurement delays and to map value-added and non-value-added activities by integrating Lean Supply Chain Management and Value Stream Mapping. The study employs a quantitative approach using interviews and questionnaires with 46 respondents from high-rise building construction projects, along with statistical analysis and multiple linear regression using SPSS, as well as mapping of the current state of the process. The results revealed five critical factors: verification of materials against the Bill of Quantities (BoQ) and technical specifications; difficulties vendors face in obtaining prices or suppliers; exchange rate adjustments and overhead costs; price finalization; and management approval. The actual procurement duration was 40 days compared to the target of 30 days, with 28 days of value-added activities and 12 days of non-value-added activities, resulting in a process cycle efficiency of 70%. These findings highlight the need to prioritize improvements in critical activities and procurement waste.
