Abstract

The multicultural aspect of the population impacts every part of society but is more prominent in the local communities, and local government officials are learning to deal with the ethnically, racially, linguistically, and culturally diverse population. This is required to meet the needs of all within their cultural context and effectively deliver public services at the local level.  There are different tools to assess the organizations' or departments' cultural/multicultural competence, such as the inclusion of cultural respect and understanding in the organizational policies, programs, strategies, practices, governance, and service delivery system. The element of cultural/multicultural competency is being adopted at the national, state, and local levels due to the fast-growing diverse population in the USA. The local government officials are mainly responsible for providing public services at the local level and meeting the needs of all. They need to be culturally/multiculturally competent to deliver public services and make them accessible for all. Different case studies highlight the best practices to be implemented at the local level to serve the diverse communities. But local government officials have to be very careful to adopt these practices, as cultures are different from others and have different needs and problems; not all things/practices can be good or implemented in other diverse communities.

Abstract

Fraud, embezzlement, corruption, bribery, theft and money laundering are serious violations of ethical standards and legal rules and regulations. Rita Crundwell, who served as the comptroller and treasurer committed the crime of abuse of power, corruption, money laundering, embezzlement, fraud, and breach the trust of the public for 20 years because there was no other person responsible to do all these duties, no cross-commission to verify what have been told or shown about Rita’s financial status and official matters. No advanced techniques are utilized to detect fraud and prevent embezzlement, instead traditional administrative process is practiced. The people of Dixon lost their trust in the commission form government and wanted to have new form of government with new officials who have competencies, are vigilant and aware of advanced strategies, carefully review management and financial process to spotlight fraudulent activities.
