Abstract

The optimization of the Regional Government Information System (Sistem Informasi Pemerintahan Daerah/SIPD) is essential for improving the effectiveness of local government administration. However, its implementation continues to face challenges related to the quality of human resources, training, and educational attainment of government personnel. This study aims to examine the effects of human resource quality, training, and educational level on the optimization of SIPD implementation in the Tanah Datar Regency Government. A quantitative explanatory research design was employed. Primary data were collected through questionnaires administered to 40 civil servants selected using purposive sampling. The data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4 software. The findings reveal that human resource quality has a positive and significant effect on the optimization of SIPD implementation, whereas training and educational level do not have significant effects. The research model explains 48.3% of the variance in SIPD optimization, while the remaining 51.7% is explained by other factors not included in the model. These findings indicate that human resource quality is the most influential factor in enhancing SIPD optimization. Therefore, strengthening employees' competencies through continuous capacity building and technical skill development should be prioritized to improve the effectiveness of SIPD implementation in local government
