Abstract

This research sought to develop and implement a scale for administrative application for the leaders of scientific departments and to ascertain its normative levels from the perspective of the educators in the Faculty of Physical Education and Sport Sciences. The investigator employed a descriptive approach utilising the survey technique, with a research population of 102 educators, categorised into a scale development sample (60 teachers), an application sample (30 teachers), and a survey sample (6 teachers). Upon deriving the principles of integrity, internal coherence, evaluative capacity, and uniformity, the finalised scale has 56 items categorised into four domains: (administration experience, decision-making, knowledge and information, and the organisational sector). The findings indicated the efficacy of constructing the scale and disseminating the research sample across five standard categories (excellent 11.66%, good 20%, average 41.66%, acceptable 16.66%, and poor 10%), with the highest proportion observed in the medium level and above. This commendable performance is ascribed to the amassed management expertise, intrinsic drive, and reciprocal trust between branch leaders and educators. The research advocated for the implementation of the proposed scale as a scientific instrument for assessing administrative efficacy, emphasising the necessity of conducting training programs to enhance the leadership and innovative capabilities of branch managers and supplying contemporary technologies to bolster administrative operations.
