Abstract

. Islamic boarding schools (pesantren) as the oldest Islamic educational institution in Indonesia face dual challenges in the era of disruption: maintaining classical Islamic scholarly traditions (turats) while developing students' global competencies. This study aims to analyze the reality of student achievement development, the cadre mechanism, and the impact of global competence development on students' competitiveness. This research employs a qualitative approach with a case study type. Data collection techniques were conducted through in-depth interviews, observation, and documentation. Data analysis used the Miles and Huberman model with source and method triangulation. The theoretical framework used is George R. Terry's POAC management, developed by experts into POACE (Planning, Organizing, Actuating, Controlling, Evaluating). The findings show that planning has been implemented through a visionary work program, but its indicators remain qualitative and unmeasured. Organizing runs with clear division of roles, although there is still task overlap. Actuating takes place intensively with simulation and mentoring, but is constrained by schedule conflicts. Controlling is conducted through routine monitoring and activity documentation, but remains reactive and not integrated with an early warning system. Evaluating is carried out periodically to measure program achievements and constraints, but has not been based on measurable data. Cadre development runs in a tiered system through three recruitment channels, with the dominant role of senior students as models of technical skills, mentality, and pesantren values, yet still faces dependence on certain figures and limited professional tutors. Global competence development has been proven to improve public speaking skills, foreign language mastery, mental control, and student resilience, while also strengthening the pesantren's reputation at national and international levels. This success is supported by the active role of the caretaker, solidarity among administrators, and cross-unit integration.
