Abstract

This study aims to analyze the implementation of the illegal parking enforcement policy by the Surabaya City Transportation Department in the European Zone of the Kota Lama tourist area, using George C. Edwards III’s policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach employing a case study method was adopted. Data were gathered through in-depth interviews, non-participant observation, and document analysis, with informants selected purposively based on their involvement with and knowledge of the illegal parking enforcement policy. Data analysis followed the stages of data reduction, data display, and conclusion drawing, guided by the interactive analysis model of Miles et al. The findings indicate that the implementation of the illegal parking enforcement policy has proceeded well, though it has not yet reached optimal levels. The communication dimension was addressed through public outreach, the issuance of warnings, and inter-department coordination, although the dissemination of information to the public, specifically parking users requires further strengthening. The disposition dimension revealed a commitment among implementers to execute the policy in accordance with established procedures. However, the resource dimension emerged as a primary constraint due to limited personnel, operational facilities, and the extensive area requiring supervision. Regarding the bureaucratic structure, the policy is supported by regulations and a clear division of authority, yet coordination needs to be reinforced to effectively manage the dynamic nature of the tourist area. The study implies that enhancing the effectiveness of illegal parking enforcement requires strengthening location- and time-based supervision, expanding official parking facilities, and fostering collaboration among stakeholders to establish orderly and sustainable parking management.
