Abstract

The increasing implementation of digital public services has created a need to understand the factors influencing citizens continued use of government applications. However, empirical evidence regarding the role of technical barriers and security concerns in the utilization of local government digital public services remains limited, particularly in the context of the JAKI (Jakarta Kini) application. This study aims to analyse the effects of technical barriers and security concerns on the utilization of the JAKI application as a digital public service in DKI Jakarta. A quantitative survey was conducted involving 400 JAKI users in DKI Jakarta selected using a stratified random sampling approach. The data were analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) with SmartPLS. The results indicate that technical barriers have a positive and statistically significant effect on JAKI utilization (β = 0.261; t = 4.661; p < 0.001), whereas security concerns have no statistically significant effect (β = 0.107; t = 1.803; p = 0.071). The structural model explains 10.1% of the variance in JAKI utilization (R² = 0.101), indicating that the two predictors provide limited explanatory power and that other factors may contribute substantially to users' utilization behaviour. The positive relationship between technical barriers and utilization is contrary to the expected theoretical direction and should therefore be interpreted cautiously, as the cross-sectional design does not establish causal direction. These findings contribute empirical evidence to the application of the Technology Acceptance Model perspective in the context of local government digital public services. Practically, the findings indicate that improving application performance, system responsiveness, accessibility, and technical reliability should be prioritized, while security governance and personal data protection should continue to be strengthened despite the non-significant statistical effect of security concerns. Further research should incorporate additional determinants of digital public service utilization to improve the explanatory capacity of the model.
