Abstract

Digital transformation through the implementation of e-Activity as a performance appraisal system for civil servants is intended to improve accountability, transparency, and work discipline; however, changes to performance reporting deadlines, as well as infrastructure constraints and civil servants’ digital competency, continue to pose challenges to the effectiveness of its implementation. This study aims to determine the effectiveness of implementing e-Activity in improving the performance of civil servants at the West Kalimantan Provincial Civil Service Agency, with a specific focus on the timeliness of reporting as stipulated in West Kalimantan Governor Regulation No. 6 of 2024. The study employed a descriptive method with a qualitative approach, collecting data through interviews with seven informants, document analysis, and observation. The results indicate that the implementation of e-Activity was conceptually designed to achieve objective, transparent, and accountable performance evaluations. However, in practice, it still faces challenges, particularly regarding the policy to extend the reporting deadline from three days to seven days in response to internet connectivity issues and ASN’s limited familiarity with the application’s new format. While this flexibility is intended to accommodate infrastructure limitations and human resource readiness, it also risks undermining work discipline and supervisory control, and has the potential to slow down the performance verification process and the disbursement of the Employee Income Supplement (TPP), which impacts the absorption of the regional budget. Therefore, the effectiveness of e-Activity is largely determined by the interplay between regulatory design, technological infrastructure readiness, civil servants’ digital competencies, and individual awareness of time management.
