The Jambi Provincial Department of Communication and Informatics is responsible for managing communication, information, statistics, cryptography, and information technology services within the provincial government environment. Various Information Systems and Information Technology (IS/IT) initiatives have been implemented to support organizational operations and public service delivery. However, the existing IS/IT implementation has not been supported by an integrated strategic plan, resulting in fragmented information management, limited data sharing among organizational units, independently operated information systems, and several business processes that continue to rely on manual procedures. These conditions reduce operational efficiency, hinder coordination among organizational units, and limit the organization's ability to support integrated digital public services. This study aims to formulate an IS/IT strategic plan for the Jambi Provincial Department of Communication and Informatics using the Ward and Peppard framework. A qualitative approach was employed through interviews, observations, and document analysis. The business and IS/IT environments were analyzed using Critical Success Factors (CSF), SWOT, Business Process Management (BPM), PESTEL, and the McFarlan Strategic Grid. The analysis resulted in a future application portfolio consisting of 17 applications, comprising one Strategic application, two High Potential applications, twelve Key Operational applications, and two Support applications, including both enhancements to existing applications and the development of new applications. The proposed application portfolio provides a strategic roadmap for future IS/IT development by strengthening business–IS alignment, supporting integrated information management, and facilitating sustainable digital transformation within the Jambi Provincial Department of Communication and Informatics.
