Abstract

This study examines the relevance and potential application of agile management as a governance framework for strengthening a competitive and sustainable maritime economy in the Bangka Belitung Islands Province, particularly in the context of post-mining economic transformation. A qualitative narrative literature review was conducted using thematic synthesis of academic literature and relevant policy documents. The synthesis identifies four key dimensions of agile maritime governance: adaptive policy cycles, cross-sectoral collaboration, innovation and high-value-added maritime diversification, and data-driven monitoring for sustainable development. These dimensions indicate that agile management can provide a strategic basis for aligning maritime competitiveness with blue economy and adaptive governance principles. As a literature-based study, the findings are conceptual and strategic and do not empirically assess the effectiveness of agile management in regional policy implementation. This study contributes by extending the application of agile management from general organizational and public-sector contexts to the specific governance challenges of maritime economic transformation in an archipelagic and post-mining region, and by proposing a context-specific framework for strengthening a competitive, resilient, and sustainable maritime economy.
