Abstract

This study analyzes the role of La Megogo Village-Owned Enterprise (BUMDes) in managing clean water distribution in Ajinembah Village, Merek District, Karo Regency. A descriptive qualitative approach was applied. Data were obtained from eight informants through interviews, observation, and documentation, then analyzed through data condensation, data display, and conclusion drawing. The analysis employed three government-role dimensions: regulator, dynamizer, and facilitator. The findings show that BUMDes has not performed these roles optimally. Its regulatory role is constrained by the absence of binding written rules, standard distribution procedures, and routine supervision. Its dynamizer role remains weak because coordination is unstructured, water-conservation education is irregular, and community participation is limited. Its facilitator role is the most visible through the provision of reservoirs, pipelines, and household water meters. Nevertheless, maintenance remains reactive, dry-season distribution is uneven, and complaint handling is inconsistent. The study concludes that regulatory weakness affects participation and service effectiveness. Written village regulations, structured coordination, preventive maintenance, and standardized complaint management are therefore required to achieve equitable and sustainable water distribution.
