Abstract

This study examines the influence of leadership style and village apparatus competence on village government performance, as well as the mediating role of organizational commitment. The study is motivated by the increasing demand for effective, accountable, and responsive village governance in supporting rural development and public service delivery. Despite substantial fiscal decentralization and village autonomy, variations in village government performance remain a critical challenge, highlighting the importance of leadership, competence, and organizational commitment as key determinants of organizational effectiveness. A causal quantitative approach was employed using data collected from 361 village apparatus members across 32 sub-districts in Kuningan Regency through proportionate random sampling. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS).The findings indicate that leadership style and village apparatus competence significantly enhance village government performance. Leadership style has a positive effect on performance (β = 0.332, p < 0.001), while competence also contributes positively (β = 0.286, p < 0.001). Furthermore, both variables significantly strengthen organizational commitment, which in turn positively influences performance (β = 0.365, p < 0.001). Organizational commitment was found to partially mediate the relationships between leadership style and performance (β = 0.182, p < 0.001) as well as competence and performance (β = 0.149, p < 0.001). The structural model demonstrates strong explanatory power, accounting for 86.8% of the variance in village government performance (R² = 0.868). This study contributes to the literature on public sector and village governance by identifying organizational commitment as a crucial mechanism through which leadership and competence improve performance outcomes. The findings suggest that efforts to strengthen village governance should integrate leadership development, competency enhancement, and organizational commitment-building initiatives to achieve sustainable improvements in governance quality, accountability, and public service effectiveness.

Abstract

Retired bank customers face unique financial vulnerabilities, including fixed incomes, rising healthcare costs, and the need for long-term financial security, yet remain underrepresented in digital financial literacy research. This study examines the impact of financial planning and digital financial literacy on financial management capability among retired customers of Bank Woori Saudara in Kuningan Regency, Indonesia, with digital financial service adoption as a moderating variable. Using a quantitative-associative survey method, 302 retired bank customers were selected through proportional random sampling. Data were collected using a validated 1–7 interval scale questionnaire and analyzed using Moderating Regression Analysis (MRA). Results show that financial planning (β=0.428), digital financial literacy (β=0.451), and digital financial service adoption (β=0.318) each positively and significantly improve financial management capability. Critically, digital financial service adoption strengthened both the financial planning–capability relationship (interaction β=0.118; p=0.003) and the digital literacy–capability relationship (interaction β=0.142; p=0.001), with the full model explaining 74.1% of variance (R²=0.741). These findings confirm that digital financial service adoption serves as a practical bridge between financial knowledge and effective financial behavior. For practitioners, the results underscore the importance of designing user-friendly digital banking services and targeted financial education programs tailored to retired customers’ specific needs and life-stage challenges.

Abstract

This study examines the effects of competence, organizational commitment, and human resource (HR) capacity strengthening on the performance of Village PKK cadres in Kuningan Regency, and tests whether local leadership support moderates these relationships. Data were collected from 386 cadres, selected through proportionate stratified random sampling, using an interval-scale questionnaire, and analyzed via moderated regression. The results show that competence, organizational commitment, and HR capacity strengthening each have a significant positive effect on performance, and that local leadership support significantly strengthens all three relationships, explaining 76.7% of the variance in performance. These findings support the Resource-Based View, suggesting that cadre performance is optimized when internal resources are combined with strong local leadership. Practical implications for designing participative, engagement-based capacity-building programs are discussed.

Abstract

This study explored the dynamics of inclusive leadership and the work environment in shaping employee performance through the internalization of Javanese and Sundanese cultural values at Arunika Joglo & Eatery, a culinary tourism enterprise in Kuningan, West Java. The organization implements the ISO 9001 Quality Management System, which makes the consistency of employee performance across a culturally diverse workforce a strategic concern for its quality objectives. A qualitative approach with a Grounded Theory design was employed. Data were collected from 14 informants, comprising 9 members of management and 5 non-managerial staff of Javanese and Sundanese backgrounds, through in-depth interviews, observation, and documentation. Data were analyzed through open, axial, and selective coding. The findings showed that inclusive leadership was manifested through open communication, employee participation, leadership accessibility, and appreciation of cultural diversity. Javanese and Sundanese cultural values were internalized through social interaction, cultural adaptation, and leadership modeling, forming a harmonious, tolerant, and collaborative work culture. Employee performance emerged from the interaction between inclusive leadership, cultural internalization, and a conducive work environment, which in turn reinforced the consistent implementation of ISO 9001 procedures. The substantive theory generated indicated that, in a multicultural organization, inclusive leadership capable of integrating cultural diversity fosters shared cultural values, creates a conducive work environment, strengthens collaborative work behavior, improves the consistency of employee performance, and supports the sustainability of ISO 9001 implementation.
