Abstract

Government building projects work under tight schedules because they must finish within one fiscal year, while late handover triggers a daily contractual penalty. This study establishes the critical path of the Manado Public Health Laboratory project worth IDR 16,385,611,007.54, calculates project duration and cost after acceleration, and assesses whether the acceleration is financially defensible. Secondary data from the contract bill of quantity and the planned S curve were analysed with the Critical Path Method, then accelerated through the Time Cost Trade Off method by adding three overtime hours a day. The network of twenty two work packages produced a duration of 546 days, seventeen of which lay on the critical path. Crashing the ten critical packages lasting at least 28 days shortened the project to 459 days, a saving of 87 days or 15.93 percent. Direct cost rose by IDR 932,985,520.50 while indirect cost fell by IDR 130,544,703.21, so total cost increased by IDR 802,440,817.29 or 4.90 percent. The exchange rate stayed at IDR 9,223,457.67 per day, below the late delivery penalty of IDR 16,385,611.01 per day. Acceleration is worth running as a schedule recovery measure, yet brings no gain when the project runs on plan.
