Abstract

This study aims to analyze the effectiveness of the relocation policy of the Central Market of the West Block of Payakumbuh City in supporting the recovery of socio-economic conditions of traders after the disaster. Market relocation is one of the local government's strategies to maintain the sustainability of trade activities, but studies on its effectiveness are still limited. The research uses a qualitative approach with a descriptive design. The research informants consisted of local governments, market managers, and traders who were selected through purposive sampling techniques. Data was collected through interviews, observations, and documentation, then analyzed using the Miles, Huberman, and SaldaƱa interactive analysis model which included data condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of the relocation policy has met the dimensions of policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy as stated by Riant Nugroho. The relocation has succeeded in providing temporary business locations for traders, but its effectiveness has not been fully optimal. Traders' income, number of customers, and socioeconomic conditions have not fully recovered. These findings underscore the need for additional more comprehensive strategies to support traders' economic recovery, including strengthening access to capital, marketing support, and human resource capacity building.
