Abstract

The simultaneous Village Head Elections (Pilkades) have the potential to trigger social fragmentation, community polarization, and the spread of digital disinformation at the village level. This situation poses a significant challenge in maintaining social cohesion ahead of the 2027 simultaneous Pilkades in Jombang Regency. This community service activity aims to strengthen the civic resilience of village communities through the implementation of the Deliberative Civic Resilience Model (DCRM) in Perak District, Jombang Regency. The activity is carried out using a community-based participatory approach through deliberative forums, contextual digital literacy, social conflict simulations, and behavior-based nudge approaches. Participants include students, youth, community leaders, Linmas members and village community representatives as strategic actors in maintaining social resilience at the local level. Evaluation was carried out through simple measurements using pre-tests and post-tests, observation, and participatory reflection by the participants. The evaluation results showed an increase in participants understanding of potential Pilkades conflicts from 61% to 90%, understanding of the dangers of digital misinformation from 58% to 92%, and understanding of the importance of maintaining social cohesion through communication and dialogue from 64% to 93%. In addition, the deliberative forum successfully created a more inclusive space for dialogue, while the conflict simulation helped participants understand the importance of resolving conflicts through communication and deliberation. Overall, the implementation of DCRM showed potential as a model for strengthening social resilience in village communities by integrating deliberation, digital literacy, conflict simulation and community communication to support a more adaptive and sustainable local democracy ahead of Pilkades.
