Abstract

This study aims to assess the quality of public health services through a case study at the Watu Kawula Community Health Center, analyze obstacles hindering service optimization, and propose solutions to address these issues, thereby ensuring optimal service delivery. This is a descriptive, empirical study utilizing a socio-legal (juridical-empirical) approach. The research was conducted at the Watu Kawula Community Health Center in Kota Tambolaka District, Southwest Sumba Regency, East Nusa Tenggara Province. Primary data were collected through observation and interviews, while secondary data were obtained via literature review. The findings were analyzed using qualitative methods and presented descriptively. Public health services at the Watu Kawula Community Health Center have begun to improve. This assessment is based on basic health service requirements, public service indicators (Hardiyansyah, 2018), and indicators regarding the fulfillment of the right to health. Obstacles preventing optimal service delivery include the simultaneous arrival of large numbers of patients—resulting in long queues and extended waiting times—which are common challenges for health facilities serving high patient volumes, as well as issues regarding community participation in appreciating the services provided by the center.
