Abstract

Local Islamic traditions in Indonesia often negotiate the boundary between religious normativity and cultural continuity. Mandi Safar in Offie Village, Fakfak, West Papua, illustrates this tension through water-based rituals, Qur'anic recitation, communal prayer, and shared meals. Drawing on Geertz's conception of religion as a cultural system, this qualitative study examines Mandi Safar as culturally embedded Islamic preaching (da'wah thaqafiyyah) through observation, interviews, and documentation. The findings show that the tradition is not understood as invoking the sea or water as an autonomous source of protection. Instead, its ritual practices express gratitude to Allah while reinforcing tawhid, Islamic brotherhood, mutual assistance, moral formation, and social solidarity. Sustained by religious and customary authorities, women, youth, and wider community participation, Mandi Safar demonstrates how local cultural symbols can communicate Islamic teachings without compromising theological orthodoxy when their religious orientation remains explicitly directed toward Allah.
