Abstract

This study examines the electability strategy of female legislative candidates from the Prosperous Justice Party (PKS), who won the highest individual votes in Electoral District 9 of West Java in the 2024 Legislative Election. The paradox between the progressive 30% quota regulation for women's representation and the low electability rate of women in the Regional People's Representative Council (DPRD), including in Bekasi Regency, which only recorded 4.4% in the 2019 Election, is the problem that drives this research. This study aims to identify and analyze how strategic management is systematically implemented to produce competitive electoral victories. This study argues that such electability is not determined by chance or dynastic capital alone, but is the product of the implementation of planned strategic management. Using a qualitative case study approach and Fred R. David's (2011) strategic management framework, this study conducted in-depth interviews with research subjects online in May 2024, supported by official data from the West Java General Elections Commission (KPU) Decree Number 17 of 2024. The findings indicate three interrelated strategic stages: strategy formulation through the utilization of affirmative quotas and layered social capital mapping; The strategy was implemented through five pillars: professionalization of the campaign team, outreach to 23 sub-districts and 188 villages, formation of a village women's network, optimization of social media, and inclusive issue framing; and strategy evaluation through resolving domestic-public barriers and preparedness for electoral risks. An open proportional electoral system was identified as a supporting structural factor.
