Abstract

Gender inequality remains one of the major development challenges in West Java Province despite the declining trend in the Gender Inequality Index (GII). In 2024, West Java’s GII was recorded at 0.458, which remained above the national average. This condition indicates that efforts to reduce gender inequality still require more effective and integrated strategies. This study aims to analyze the strategy of the West Java Provincial Government in reducing the Gender Inequality Index during 2024–2025. This study argues that the success of reducing gender inequality is determined not only by the existence of gender-responsive programs, but also by the government’s ability to formulate objectives, assess the strategic environment, determine policy directions, implement actions, and conduct continuous institutional learning. This research uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation. The analysis applies Geoff Mulgan’s public strategy theory with UNDP’s framework as supporting analysis. The findings show that the West Java Provincial Government has integrated gender perspectives into development planning and gender-responsive budgeting. However, the strategy implementation still faces challenges, including patriarchal culture, limited institutional capacity, and suboptimal cross-sector coordination.
