Abstract

This study aims to analyze the implementation of strategic planning in madrasas and Islamic boarding schools, and to develop an effective, systematic, adaptive, and integrated Islamic educational institution planning model with the Islamic values ​​of the Indonesian archipelago. The study used a qualitative approach with an in-depth case study design. Data were collected through direct observation, semi-structured interviews, and documentation studies of key informants selected using purposive sampling techniques. Data analysis applied the interactive model of Miles, Huberman, and Saldaña, including data condensation, data presentation, and conclusion drawing. The results show that the planning system in madrasas is formal, administrative, and oriented towards compliance with government regulations, thus excelling in written documentation but weak in program innovation. In contrast, planning in Islamic boarding schools is flexible, participatory, and relies on the charismatic leadership of kiai (Islamic clerics), thus excelling in external adaptability but weak in systematic documentation and program sustainability. Based on these findings, this study formulates a planning model for an integrated Islamic educational institution that integrates modern management with Islamic spiritual values.
