Abstract

This study aims to describe the implementation of discipline character education among Package C learners at PKBM Laskar Pelangi, Tanjung Rejo, Percut Sei Tuan District. The study was based on the finding that several learners had not yet demonstrated optimal disciplinary behavior, as indicated by frequent tardiness, low participation in learning activities, and inconsistency in completing assigned tasks. These conditions suggest that the implementation of character education, particularly discipline character, still requires reinforcement through strategies that are appropriate to the characteristics of non-formal education learners. This study employed a descriptive qualitative research method. The research participants consisted of three informants, including one educational staff member and two tutors, who were selected using purposive sampling. Data were collected through observation, interviews, and documentation. The findings revealed that the implementation of discipline character education at PKBM Laskar Pelangi was carried out through several strategies, including tutors serving as role models, the application of moral discipline, the creation of a moral learning community, the habituation of disciplined behavior, and the provision of motivation and reinforcement of discipline values throughout the learning process. These strategies contributed to the development of learners' disciplinary character, as reflected in increased compliance with rules, improved punctuality, greater responsibility in completing assignments, and more consistent behavior during learning activities. Nevertheless, the implementation of character education still encountered several challenges, including the heterogeneous backgrounds of learners, work and family responsibilities, low learning motivation among some learners, and limited supervision outside the PKBM environment.
