Pemeliharaan transformator daya 30 MVA 70 kV merupakan aktivitas kritikal yang memiliki risiko kecelakaan kerja tinggi, mulai dari bahaya elektrikal hingga bekerja di ketinggian. Penelitian ini bertujuan untuk mengidentifikasi bahaya, menilai risiko, dan menentukan langkah pengendalian risiko yang efektif menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC) di PT PLN (Persero). Penelitian ini merupakan penelitian deskriptif dengan pendekatan studi kasus. Data dikumpulkan melalui observasi, wawancara, dan studi dokumen, kemudian dianalisis menggunakan metode HIRARC dengan matriks risiko AS/NZS 4360 yang menerapkan penilaian risiko secara semi-kuantitatif melalui pemberian skor Likelihood dan Severity.. Hasil penelitian mengidentifikasi 15 potensi bahaya utama, dengan 13% kategori risiko tinggi (high risk), 60% risiko sedang (medium risk), dan 27% risiko rendah (low risk). Langkah pengendalian yang diusulkan meliputi eliminasi, rekayasa teknik, dan penggunaan APD khusus. Kesimpulannya, transformasi manajemen risiko melalui HIRARC mampu mengidentifikasi tingkat risiko dan memberikan rekomendasi pengendalian sehingga berpotensi menurunkan risiko kecelakaan kerja pada area kerja kritikal dan menjamin keberlangsungan distribusi energi listrik.Maintenance of 30 MVA 70 kV power transformers is a critical activity characterized by high-occupational accident risks, ranging from electrical hazards to working at heights. This study aims to identify hazards, assess risks, and determine effective risk control measures using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method at PT PLN (Persero). This is descriptive research with a case study approach. Data was collected through observation, interviews and document study, then analyzed using the HIRARC method with the AS/NZS 4360 risk matrix which applies semi-quantitative risk assessment by providing Likelihood and Severity scores.. The findings identified 15 primary potential hazards, categorized as 13% high risk, 60% medium risk, and 27% low risk. Proposed control measures include elimination, engineering controls, administrative shifts, and the mandatory use of specialized Personal Protective Equipment (PPE). The study concludes that transforming risk management through the HIRARC framework is able to identify risk levels and provide control recommendations that have the potential to reduce the risk of accidents in critical work areas and ensures the operational continuity of electrical energy distribution.Kata kunci: HIRARC, K3, Transformator, PLN, Manajemen Risiko.
