Abstract

Tuberculosis (TB) remains one of the major public health problems in Indonesia, making the strengthening of inter-facility health networks an essential part of managing the 2030 TB elimination program. This community service activity aimed to improve participants' understanding of early detection, transmission, treatment, and referral pathways for TB patients during a primary care network meeting, while reinforcing the role of Hospital Administration academics as resource persons in cross-facility coordination. The activity was conducted on 28 July 2026 at the Petanahan Public Health Center (Puskesmas), Kebumen Regency, using lectures, interactive health education, and question-and-answer sessions with approximately 30 primary care network participants (illustrative figure, to be adjusted with field data). The results indicated an improvement in participants' understanding of the Recognize, Prevent, Treat, Support, and Cure framework, increased discussion participation, and an agreement to strengthen referral coordination between the Puskesmas and referral health facilities. This activity confirms that the involvement of hospital administration academics in community-based health education can contribute to strengthening referral network governance and health service quality in support of the national tuberculosis elimination program.

Abstract

Rural communities' low understanding of the function of health facilities and JKN's tiered referral procedures often triggers administrative discrepancies and a backlog of patients in hospitals. Village health cadres have a strategic role as providers of health information for the community. This community service activity aims to increase the understanding and capacity of Pekuncen Village health cadres regarding the types of health facilities, the flow of the tiered referral system, and administrative procedures. The activity was carried out at the Pekuncen Village Hall, Sempor District, Kebumen Regency with a participatory educational approach. The methods used include interactive lectures, discussions and questions and answers, reference case study simulations, as well as descriptive-qualitative based evaluations through pretests and posttests. The implementation of the activity showed a significant increase in health cadres' understanding of the differences in the functions of FKTP and FKRTL, understanding of referral administration procedures, as well as the creation of active and interactive participation during the discussion process. This educational outreach has proven effective in strengthening the understanding of village health cadres as mobilizers of tiered referral information. Similar activities are recommended to be carried out periodically with structured evaluation instruments to support the sustainable optimization of primary health care network governance.
