The functionality of an irrigation network determines whether available river discharge can be converted into reliable water delivery at farm level. The Way Kandis Irrigation Area has a technical service area of 409.61 ha and is supported by adequate river discharge in most planting periods; however, sedimentation, aquatic weed growth, damaged canal lining, and structural deterioration reduce conveyance performance, particularly toward downstream blocks. This study evaluates how irrigation operation and maintenance influence the cropping index and the economic value of rice production. The analysis combines hydrological availability using the FJ Mock method, hydrometric discharge measurement, water balance assessment through the K factor, inventory of canal and structure conditions, irrigation system performance assessment based on Indonesian irrigation management criteria, AKNOP-based repair scenarios, and farm-level economic analysis supported by farmer questionnaires. Under existing conditions, the annual cultivated area is 668.00 ha/year, equivalent to a cropping index of 163%, and annual rice farming profit is Rp 14.08 billion. The irrigation system performance index is 51%, indicating that the physical infrastructure and associated management components require substantial improvement. Scenario analysis shows that 100%, 60%, and 30% AKNOP repair scenarios can increase the cropping index to 280%, 241%, and 207%, respectively, with projected annual profits of Rp 28.80 billion, Rp 21.84 billion, and Rp 16.34 billion. The 100% scenario provides an indicative incremental profit of Rp 14.72 billion/year compared with an estimated repair cost of Rp 2.94 billion. Standardization of the rice balance calculation also indicates that full repair can raise net rice availability above estimated local household demand. The findings demonstrate that maintenance of canals, sediment removal, weed control, and institutional support for water distribution are not only technical requirements but also economically productive interventions for improving regional food security.
