Abstract

The rapid growth of shopping malls in Makassar City that is not matched by integration with the Trans Mamminasata Bus Rapid Transit (BRT) system is the main urgency of this study. This study aims to analyze the extent to which major malls in Makassar City apply the principles of Transit Oriented Development (TOD) and to formulate strategies for developing mall-based transit-oriented areas. A qualitative descriptive approach was used through field observation of five major malls, namely Trans Studio Mall, Mall Ratu Indah, Panakkukang Mall, Nipah Mall, and Summarecon Mall Makassar, analyzed using the 3D framework (density, diversity, design) and the ITDP TOD Standard criteria. The results show that the four operating malls generally have a low to moderate level of integration with TOD principles, with Panakkukang Mall showing a relatively better condition, while Summarecon Mall Makassar, still under construction, has the potential to become a TOD node if its site planning is directed early on. The dominance of private vehicle orientation and the lack of continuous pedestrian pathways are the main obstacles. This study recommends a revision of spatial planning policy to encourage mall development integrated with mass transit corridors in Makassar City.
