Abstract

This study aims to examine ASEAN's response to the Rohingya crisis and the human security challenges faced by the Rohingya amidst the limitations of ASEAN's regional response. Using the perspectives of international organization and human security theory, along with qualitative descriptive research methods and document and literature studies, the findings indicate that ASEAN's response remains constrained by the ASEAN Way, particularly the principle of non-intervention. As an actor, ASEAN has not been able to formulate a clear collective response; as an arena, ASEAN provides space for dialogue without effective collective action; and as an instrument, its response has been largely limited to humanitarian assistance. Consequently, threats to the personal, community, and political security of the Rohingya persist. The study concludes that ASEAN's normative commitments limit its capacity to address the root causes of the crisis and provide comprehensive human security protection
