Abstract

Indonesia combines widespread socioeconomic disadvantage with weak mathematics performance and an unusually shallow socioeconomic gradient. This article examines that combination as an equity paradox and asks what it implies for school governance. Using a secondary quantitative analysis of officially published PISA 2022 population estimates for Indonesia, triangulated across OECD country, results, technical, and Education GPS sources, the study integrates indicators of achievement, socioeconomic status, resilience, staffing, instructional support, and decision authority. Indonesia’s ESCS gradient was 14 score points per unit, ESCS explained 5.5% of mathematics variance, and the top-bottom national ESCS quartile gap was 34 points; yet only 18% of students reached Level 2 and 68.2% of advantaged students were low performers. Staffing constraints improved while instructional support remained uneven. The findings show that a shallow social gradient can coexist with broadly low learning, making institutional conversion capacity—not gradient size alone—central to educational equity.
