Abstract

The concept of a Halal City has emerged as an important strategy for enhancing halal tourism, urban development, and community welfare in Muslim-majority regions. Despite increasing policy interest, limited empirical evidence exists regarding public perceptions of Halal City initiatives at the local level. This study examines community perceptions of the Halal City concept in Malang City, Indonesia, and evaluates the influence of government regulations, policy implementation, policy evaluation, and community expectations on public understanding of Halal City development. Using a quantitative survey approach and Structural Equation Modeling (SEM), data were collected from residents of Malang City. The findings reveal that policy implementation and community expectations significantly influence public perceptions, whereas government regulations alone have a relatively limited effect. The results indicate that public acceptance of Halal City initiatives depends largely on effective implementation and stakeholder engagement. This study contributes to the growing literature on halal urban governance and provides practical insights for policymakers in promoting inclusive and sustainable Halal City development.
