Abstract

This study examines the implementation of a Corporate Social Responsibility (CSR) program based on Entrepreneurship development by PT XL Axiata Tbk. through the Sispreneur by Sisternet program. It is motivated by the persistent gap in digital technology use and labor force participation between women and men in Indonesia, and the strategic role of CSR in narrowing that gap. Using Edwards III's policy implementation theory, CSR theory, and gender mainstreaming theory, this research applied a descriptive-narrative qualitative approach through in-depth interviews with one key informant and three main informants, supported by documentation. The findings show that the program was implemented through five stages; engagement, assessment, plan of action, action and facilitation, and evaluation and termination or reformation; centered on digitalization and gender mainstreaming. The main obstacles were participants' limited understanding of gender perspectives, their focus on daily income, technological literacy gaps, and technical platform issues. Benefits included gender-responsive Entrepreneurship education, digital literacy, business roadmap mentoring, and venture capital assistance. The program fulfilled the four variables of policy implementation while accommodating the dimensions and principles of gender mainstreaming, contributing to both corporate goals and women's economic empowerment.
