Abstrak: Kinerja Instalasi Pengolahan Air Limbah (IPAL) komunal dalam memenuhi baku mutu air limbah domestik masih menjadi tantangan penting karena efluen yang tidak memenuhi standar berpotensi menimbulkan pencemaran lingkungan dan risiko kesehatan masyarakat. Penelitian ini bertujuan untuk mengevaluasi tingkat kepatuhan baku mutu efluen dan efektivitas penyisihan polutan pada IPAL komunal melalui pendekatan Systematic Literature Review (SLR). Penelitian dilakukan menggunakan pedoman PRISMA dengan sumber data yang berasal dari Google Scholar, Scopus, Elicit, Scite.ai, SciSpace, dan DOAJ. Artikel yang dianalisis merupakan publikasi ilmiah terindeks dan peer-reviewed pada periode 2016–2025 yang memuat data kuantitatif mengenai karakteristik influen-efluen, efektivitas penyisihan polutan, dan tingkat kepatuhan terhadap baku mutu air limbah domestik pada sistem pengolahan air limbah komunal atau terdesentralisasi; status peer-review setiap artikel diverifikasi melalui basis data indeksasi pada tahap full-text review. Hasil kajian menunjukkan bahwa teknologi Anaerobic Baffled Reactor (ABR) dan biofilter anaerobik merupakan teknologi yang paling banyak digunakan dengan efisiensi penyisihan BOD sebesar 70–99% dan COD sebesar 51–99%. Namun demikian, kepatuhan terhadap baku mutu efluen masih rendah terutama pada parameter amonia, Total Suspended Solids (TSS), total coliform, dan parameter mikrobiologis lainnya. Kinerja pengolahan dipengaruhi oleh karakteristik influen, Hydraulic Retention Time (HRT), kondisi infrastruktur, operasi dan pemeliharaan, serta kapasitas kelembagaan pengelola. Penelitian ini menyimpulkan bahwa tingginya efisiensi penyisihan polutan tidak selalu menjamin terpenuhinya baku mutu efluen. Hasil penelitian ini dapat menjadi dasar dalam optimalisasi teknologi, penguatan pengelolaan operasional, dan peningkatan sistem pemantauan kualitas efluen untuk mendukung keberlanjutan IPAL komunal.  Abstract: The performance of communal wastewater treatment plants (WWTPs) in meeting domestic wastewater effluent standards remains a critical issue, as non-compliant effluent can contribute to environmental pollution and public health risks. This study aimed to evaluate effluent quality compliance and pollutant removal efficiency in communal WWTPs through a Systematic Literature Review (SLR). The review adopted the PRISMA framework and analyzed peer-reviewed articles retrieved from Google Scholar, Scopus, Elicit, Scite.ai, SciSpace, and DOAJ. Eligible studies were published between 2016 and 2025 and provided quantitative information on influent–effluent characteristics, pollutant removal performance, and compliance with wastewater quality standards in communal or decentralized wastewater treatment systems. The findings indicate that Anaerobic Baffled Reactor (ABR) and anaerobic biofilter technologies are the most widely applied systems, achieving Biological Oxygen Demand (BOD) removal efficiencies of 70–99% and Chemical Oxygen Demand (COD) removal efficiencies of 51–99%. However, compliance with effluent standards remains inconsistent, particularly for ammonia, Total Suspended Solids (TSS), total coliform, and other microbiological parameters. The review further reveals that treatment performance is strongly influenced by hydraulic retention time, influent characteristics, operational management, maintenance practices, infrastructure conditions, and institutional capacity. This study concludes that high pollutant removal efficiency does not necessarily guarantee compliance with effluent standards. The findings provide practical implications for improving operational management, monitoring systems, and technology optimization to enhance the sustainability and environmental performance of communal WWTPs.
