Abstract

Contemporary global crises demand knowledge-based public governance over traditional rigid bureaucracy. However, Indonesian local governments encounter structural fragmentation when operationalizing evidence-based policymaking, creating a severe knowledge management vacuum. Existing literature constantly neglects the autonomous role of subnational electronic journals in resolving this critical issue. This qualitative study thoroughly investigates how Open Journal Systems resolve these specific barriers. Results indicate this platform transforms isolated administrative documents into fully validated evidence while shielding public servants from predatory publishing. Crucially, this research introduces a novel conceptualization of local e-journals not merely as passive administrative repositories, but as socio-technical boundary objects and active knowledge brokers. This mechanism uniquely enforces epistemic accountability, actively dismantles manipulative policy-based evidence making through radical transparency, and orchestrates evidence-driven open innovation within fundamentally closed local bureaucracies. Ultimately, this provides a highly replicable institutional design that powerfully elevates grassroots insights into global sustainable development discourses and advances modern artificial intelligence governance systems.
