Abstract

Employee performance is an important element in determining the effectiveness of public service delivery within government institutions. The Medan City Manpower Office, as an agency responsible for employment affairs, is required to continuously improve the quality and productivity of its human resources. However, issues related to limited career advancement and varying levels of work motivation often become obstacles in achieving optimal performance. This study aims to determine the effect of career development and work motivation on employee performance at the Medan City Manpower Office. The research employs a quantitative approach with a total sample of 58 civil servant employees. Data analysis is conducted using multiple linear regression, supported by t-tests, F-tests, and the coefficient of determination (R²). The findings indicate that career development has a positive and significant effect on employee performance, as well as work motivation, which also shows a significant positive influence. Simultaneously, both variables contribute significantly to improving employee performance. The coefficient of determination (R²) shows that 41.3% of employee performance is influenced by career development and work motivation, while the remaining 58.7% is affected by other variables not examined in this study. These results emphasize the importance of implementing effective career planning systems and enhancing motivational strategies to improve employee performance in public sector organizations.
