Abstract

Seasonal and upstream-induced flooding in Samarinda, Indonesia, has increasingly affected cultural heritage structures, including the Lamin Pemung Tawai in Pampang Village. Existing studies on stilt dwellings have primarily focused on riverine, coastal, or marsh-based environments and generally interpret elevation as an intentional adaptation to flood hazards. This study investigates a forest-based communal stilt house whose elevation was not originally intended for flood adaptation but now functions as an inherited capacity under increasing flood exposure. Using the Hazard–Exposure–Vulnerability–Capacity (HEVC) framework, the study combines field observations, semi-structured interviews with 11 respondents conducted over 15 interview sessions, and Justified Graph spatial analysis. The findings reveal vulnerabilities associated with water accumulation beneath the structure, uneven structural reinforcement, low-clearance underfloor spaces, and the absence of formal emergency procedures. At the same time, the building's elevated timber structure, open underfloor configuration, accessible spatial layout, and strong social capital provide significant adaptive capacities. The Lamin's central hall and multi-access spatial configuration also facilitate collective gathering, temporary refuge, and emergency coordination during flood events. The study demonstrates how a forest-based communal stilt house can acquire adaptive functions while maintaining its cultural identity, highlighting the potential of vernacular heritage structures to serve as community-based disaster risk reduction assets under changing environmental conditions.
