Abstract

This study aims to analyze the readiness level of Damar Makmur Village in implementing digital governance, identify the gap between digitalization policies and the existing social and infrastructural conditions, and formulate a transition strategy toward an inclusive and sustainable Smart Village. This research employs a qualitative descriptive approach, with data collected through in-depth interviews, observation, and documentation involving village officials and community members as service users. The findings indicate that the village’s readiness remains partial, characterized by initial digitalization initiatives that are not yet supported by adequate human resource capacity and technological infrastructure. Furthermore, a significant gap is identified in the form of low digital literacy among the community and limited access to technology, which may lead to social exclusion. Based on these findings, the study proposes a transition strategy consisting of capacity building, infrastructure development, and gradual integration of digital public services. The study highlights that successful implementation of a digital village depends not only on technological availability but also on social readiness and institutional capacity.
