Abstract

Background: The medical certificate request service at RSUD dr. Mohammad Zyn, Sampang Regency, still faces challenges in delivering information regarding requirements, procedures, application status, and notification of document completion. Manual communication may increase waiting times, repeated visits, and the communication workload of staff. Objective: To develop and examine the effectiveness of SI BASKARA (Medical Certificate Broadcast Information System) in improving the effectiveness of information delivery and user satisfaction. Methods: This study employed a Research and Development approach using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The implementation stage used a pre-experimental design with a one-group pretest-posttest design. The sample consisted of 30 medical certificate service users. Data were collected using questionnaires and analyzed using univariate and bivariate analyses with the Wilcoxon Signed-Rank Test. Results: The mean information delivery effectiveness score increased from 1.14 before the innovation to 3.45 after implementation, representing an increase of 2.31 points. The mean user satisfaction score increased from 11.40 to 34.48. The Wilcoxon test indicated a significant difference before and after implementation (p < 0.001), with a Cohen's d value of 5.821, indicating a very large effect. Conclusion: SI BASKARA effectively improves information delivery and user satisfaction while supporting faster, easier, more responsive, and user-oriented digitalization of hospital administrative services.
