Abstract

This study examines the causes of procurement delays in a geotechnical company located in West Java, Indonesia. The problem arises when projects must begin within a short timeframe, yet procurement activities remain sequential and dependent on administrative approval. The study aims to identify the main factors causing delays and determine their root causes through a structured analytical approach. A descriptive qualitative design was applied using the Root Cause Analysis (RCA) method, combining the Fishbone Diagram and 5 Whys technique. Data were collected through interviews with key departments and analysis of internal procurement documents. The findings indicate that delays are influenced by limited coordination among departments, incomplete communication of technical specifications from field teams, overlapping procedures, and reliance on make-to-order suppliers that extend production and delivery times. The 5 Whys analysis revealed that the fundamental cause of delay lies in the absence of an integration policy connecting project planning and the internal procurement system, resulting in reactive purchasing behavior. These findings highlight that effective procurement performance depends not only on procedural systems but also on synchronized communication, aligned policies, and integrated workflows to improve efficiency and ensure timely project execution within geotechnical operations.
