Abstract

Community-based tourism development is a rural development strategy aimed at improving community welfare by leveraging local potential. Geulanggang Gampong Village in Kota Juang, Bireuen, Aceh, possesses a natural tourism asset known as *Bukit Cinta Santewan Indah* (Santewan Indah Love Hill), which is currently being developed into a flagship village tourism destination. This study aims to examine the role of the village government and community participation in the development of this attraction. It employs a qualitative approach using descriptive methods, with data collected through observation, interviews, and documentation. The findings indicate that the village government acts as a planner, facilitator, regulator, and motivator in the development of the tourism area. Community participation is evident through involvement in constructing tourism facilities, managing MSMEs, maintaining the environment, and promoting the destination. However, a SWOT analysis reveals existing challenges, including budget constraints, limited human resource capacity, and suboptimal tourism promotion. Sustained synergy among the government, the community, and other stakeholders is essential to realize a self-reliant and competitive tourism village
