Abstract

This study aims to analyze the public service policy implemented through the Pasporia program organized by the Class I Non-TPI Immigration Office of Depok at the Car Free Day (CFD) area in Depok City. This program is a form of proactive, mobile-based service innovation intended to bring passport services closer to the public and address accessibility constraints in conventional services. This study employs a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation studies. The findings indicate that the implementation of the Pasporia policy has generally run well, marked by adequate program socialization, staff readiness, a responsive attitude among implementers, and standardized service procedures. However, several inhibiting factors were identified, including limited service quotas, dependence on weather conditions and CFD location availability, and limited technical facilities in the field. This study recommends strengthening cross-sector coordination, and conducting periodic evaluations to improve the effectiveness of the program as a sustainable public service innovation.
