Abstract

The purpose of this study was to determine the implementation of District Integrated Administrative Services (Pelayanan Administrasi Terpadu Kecamatan - PATEN) policy in West Palu District Palu City in supporting integrated administrative services, and to examine problems deeply and to find solutions from every division and sub-division at the Office of West Palu District Palu City. The type of research used in this study was descriptive qualitative research, with purposive sampling method. The researcher assigned informants based on their knowledge, participations, and professions. The informants in this study were the Head of West Palu District, the Secretary of West Palu District, a Division Head of West Palu District, and 2 people who were dealing in that Office. The location of this research was the Office of West Palu District in Palu City. Data collection was done through interviews, observations, and documentations. The results conclude that the implementation of the PATEN policy in West Palu District Palu City based on the Theory of Edward III in Tangkilisan (1997: 24) had already been good as expected in terms of the communication aspect as well as the other aspects, namely the bureaucratic structure that had been in accordance with existing regulations and the service that had been running well. However, the resources aspect, especially the human resources had not been met so that an error occurred in job descriptions, functions, and working procedures, for not being based on the organizational structures. Therefore, the people could not feel the success effects of the PATEN policy implementation, particularly the satisfaction with the administrative services. The other inhibiting factor was the disposition aspect in terms of attitudes and behaviors of the PATEN policy implementing apparatuses/implementors at the Office of West Palu District that had not showed good attitudes, responsibilities, and behaviors; and had not been in accordance with the rules of procedure and professional attitudes of employees/apparatuses in providing public service.Â
