Abstract

International labor migration reflects global development disparities and has become an adaptive strategy for communities facing limited employment opportunities in their countries of origin. Indonesia is one of the largest migrant worker sending countries in Asia and contributes significantly to the national economy through remittances. However, non-procedural Indonesian migrant workers remain highly culnerable to violence, exploitation, right violations, and limited legal protection in destination countries such as Malaysia. This study aims to analyze the role of P4MI Sidoarjo in protecting non-procedural Indonesian migrant workers through the perspective of human security. This study employs a descriptive qualitative method using interviews, observations, and document analysis. The findings show that P4MI Sidoarjo plays a strategic and responsive role through cross-institutional coordination, family tracing, repatriation assistance, and preventive education for migrant workers and their families. From a human security perspective, non-procedural migrant workers experience vulnerabilities in economic, health, personal, political, and social security dimensions. However, protection efforts remain limited due to the difficulty of reaching non-procedural migrant workers outside the formal system. Therefore, strengthening preventive and collaborative protection mechanism is necessary to improve migrant workers protection at the local level.
