Abstract

Centralized digital migration policies trigger exogenous shocks, creating severe normative asymmetry and institutional fragmentation within rural bureaucracies. This research aimed to dismantle the lived experiences of village officials negotiating this systemic crisis by employing a transcendental phenomenological approach in Ipir Village. Through comprehensive interviews and participant observation, empirical findings confirmed that infrastructure disparities ironically compelled frontline bureaucrats to mobilize empathetic discretion to mitigate mechanical system paralysis. Furthermore, severe cognitive pressure was effectively mitigated through intergenerational collaborative governance and a distributed accountability ecosystem. This adaptation process organically catalyzes psychological resilience, transforming technological stuttering into profound environmental mastery and existential meaningfulness in public service delivery. Departing from conventional technocentric reductionism, this study affirms that state bureaucratic resilience is fundamentally sustained by the reliability of human infrastructure. As a prescriptive implication, national policymakers must adopt humanistic institutional design engineering that strictly institutionalizes robust protection systems for the psychological welfare of every state apparatus.
