Abstract

The RT Mandiri Program is one of the flagship programs of the Banjarbaru City Government, as outlined in the Mayor's Regulation Number 77 of 2021, aimed at promoting independence and community empowerment based on neighborhood units thru business activities managed by Community Groups (POKMAS). Since its implementation in 2022, this program has successfully increased community participation; however, the long-term goal of improving economic welfare has not yet been fully realized. Therefore, this research aims to analyze the effectiveness of the RT Mandiri Program for the period 2022-2024. The research uses a descriptive qualitative approach. The data sources consist of primary and secondary data; primary data were obtained thru interviews with 30 informants, including village heads, department heads, section heads, and POKMAS administrators in five sub-districts of Banjarbaru City, as well as direct field observations, while secondary data were derived from the Mayor of Banjarbaru's Decree regarding the Independent RT Program for the years 2022-2024. Data analysis was conducted using Nvivo software for the coding and categorization process. The research results generally show that the program has been effective at the output level, but not yet fully effective at the outcome level, especially in improving the economic welfare of the community. The implications of this research serve as a basis for the Banjarbaru City Government to improve policies, monitoring, training, and the allocation of program funds more evenly.
