<![CDATA[Policy continuity and consistency are critical to mitigate the risk of disorientation that may arise from periodic leadership transitions. Policy discontinuity across governments can hinder progress in social, economic, and governance transformation, ultimately disrupting the collective path towards achieving Indonesia’s Golden Vision 2045. This study analyzes how policy inconsistencies contribute to regional development gaps and emphasizes the role of transparent and accountable governance in ensuring effective policy implementation across levels of government. Using a qualitative approach and secondary data from regional financial reports and public policy documents, this study compares policy patterns across regions and leadership periods. The analysis focuses on the interaction between governance quality, institutional leadership, and national transformation trajectories. Findings suggest that regions with low levels of local revenue (PAD) tend to rely heavily on central government transfers, which exacerbates economic inequality. Furthermore, weak governance—especially in terms of transparency and accountability—undermines the long-term effectiveness of development efforts. This study highlights that synergies between social, economic, and governance transformations are critical to enhancing regional fiscal capacity and promoting equitable growth. The novelty of this research lies in its holistic analytical framework that combines policy consistency with strengthening regional fiscal autonomy. The implication is clear: regional strategies must be aligned with national transformation goals while remaining resilient to short-term political shifts. This research contributes to the academic discourse on public policy and regional development, while also offering practical insights to support regional autonomy as a foundation for Indonesia's long-term vision.]]>
