Abstract

This study aims to examine the influence of organizational culture on employee loyalty at the Regional Revenue Agency (Bapenda) of Tanimbar Islands Regency. A quantitative survey was conducted with all 52 active employees as respondents using a saturated sampling method. Data were gathered through a closed-ended 5 point Likert scale questionnaire and analyzed using validity, reliability, normality, heteroskedasticity, and simple linear regression tests. The regression analysis yielded a coefficient of 0.782, with an intercept of 8.214, and R squared of 0.611. The t-test confirmed a highly significant positive effect (t = 8.87, p < 0.001). These findings indicate that strengthening organizational culture is a crucial strategic mechanism to foster employee commitment in public sector organizations, particularly in remote archipelagic administrative environments. The study contributes to the literature on public sector human resource management by providing empirical evidence from a geographically unique context. Practically, the results suggest that management should prioritize shared values, communication, and leadership consistency to improve loyalty and organizational performance. Future research is recommended to explore additional variables such as job satisfaction or leadership style.
